A small family-owned restaurant from a small town in rural Wisconsin was the basis of Culver’s business. This mix became what is known today as Culver’s Butterburgers and Fresh Frozen Custard. So, in 1984 the first location was opened in Sauk City and the first franchise was opened in Baraboo, Wisconsin. The first location that opened outside Wisconsin was in Buffalo, Minnesota.
